A rebel is from the system, but not of it.
A revolutionary is from the system and attempts to bend the system to his will. But he is still of it.
A rebel dances to his own song. The revolutionary is still playing with the rules from a system that are not his own. He's therefore bound by it, constrained by it and ultimately defined by it. The internal voice is extinguished in favour of the external voice. It challenges the external voice, but seeks to change that voice. The internal voice is still lost in the expression of it.
